The primary responsibility of the Office of Emergency Management is the development and integration of written procedures to proactively address natural and man-made disasters, including acts of terror. This is accomplished through the evaluation and implementation of emergency management plans in compliance with state and federal regulations. In 2006, the City of Webster adopted the Harris County Multi Hazard Mitigation Plan, a multijurisdictional plan that adheres to those regulations. This plan is updated every five years, and allows for each local entity to add specific mitigations that fit within their needs. It is Webster’s goal to implement plans that allow the City to prepare for, prevent, respond to, and recover from disasters.
